A locksmith can make a key from a lock, yes. There are several ways this can be done. The first way is to impression the lock, secondly they can disassemble the cylinder of the lock and measure the components inside. Lastly, they can cut a new key to code. The locksmith will need specific tools to accomplish any of the aforementioned methods. For example, the locksmith needs a code cutter to cut a key to code. Similarly, the locksmith will need key blanks and files in order to impression the lock.  

Ideally, the locksmith should use non-destructive methods of entry when disassembling the lock as the internal components are very important and must remain undamaged for the lock to function well.  

As you can imagine, there are many locks that exist and it is possible that the locksmith will be unable to create a key for your lock. Some locks have been created to intentionally deter someone from making another key. In this case, it's almost impossible to create a key without actually having access to the original key.

In some cases, it can be more affordable and convenient to have a locksmith replace your locks, rather than making a key for your existing lock.
